In 2015, the world economy will continue to recover moderately, the international energy structure will continue to adjust, shale gas in the United States and low-cost oil and gas in the Middle East will have a strong impact on China's chemical products, and international trade friction, intellectual property disputes and other issues will affect China's chemical industry "going out". China's economic and social development has entered a new normal, the growth rate of downstream market demand has slowed down, the new environmental protection law has put forward more stringent requirements, and the industrial development is facing a variety of challenges. One belt, one road, the coordinated development of Beijing, Tianjin and Hebei, and the implementation of the Yangtze River Economic Belt will bring new opportunities to the development of the industry. It is estimated that in 2015, the main business income of the chemical industry will be about 9.5 trillion yuan, with a year-on-year growth of 8%, and the profit will be 470 billion yuan, with a year-on-year growth of 7%. Wang Zhemin, the person in charge of great power chemical network, has high hopes for the chemical industry. He believes that the chemical industry should do the following work well in 2015:
(1) Strengthen planning and strategic guidance. Study the major strategic issues of petrochemical and chemical industry under the new normal, work out the 13th five year development plan of petrochemical and chemical industry, optimize the layout of ethylene, p-xylene (PX), diphenylmethane diisocyanate (MDI) and other key industries, work out the development plan of modern coal chemical industry, and guide the orderly and stable development of modern coal chemical industry. In the chemical industry one belt, one road, one joint development and the Yangtze River Economic Belt will be implemented to foster new competitive advantages and growth points.
(2) Standardize the development of chemical industry. To study and formulate industry standards for diphenylmethane diisocyanate (MDI), chromium compounds and coal to olefins, implement announcement management for tire, nitrogen fertilizer, phosphate fertilizer, hydrogen fluoride, chlor alkali and other industries, and establish and improve long-term mechanism for preventing and resolving overcapacity of traditional chemical industry. To formulate the standard conditions of chemical industry park, standardize the development of chemical industry park, study and formulate the layout adjustment policy of high-risk hazardous chemical enterprises in densely populated urban areas, and optimize the layout of hazardous chemical enterprises.
(3) Promote the transformation and development of traditional chemical industry. Promote the structural adjustment and diversified development of nitrogen fertilizer raw materials, improve the comprehensive utilization level of phosphorus and potassium resources, and develop environmentally friendly pesticide varieties and preparations. Study and formulate tire labeling system to promote the development of green energy-saving tires. Guide the transformation of traditional basic chemical raw materials and bulk synthetic materials to high-purity reagents and materials, high grade and special materials, and enhance the differentiated competitive advantage. Strengthen the management of chemicals and improve the level of safety and environmental protection.
(4) Vigorously implement innovation driven. We will accelerate the establishment of a market-oriented and enterprise oriented "industry university research and application" technology innovation system, strengthen the construction of standards, and break through a number of core, common and key technologies. Accelerate the cultivation of new chemical materials, biochemical and other strategic emerging industries, and provide new materials for new markets such as new requirements for energy conservation and environmental protection and aging population.
(5) Promote the deep integration of industrialization and industrialization. Promote the pilot demonstration of intelligent manufacturing and intelligent factory in chemical industry, promote the development of e-commerce of agricultural materials, research and promote the development of intelligent chemical industry park, improve the informatization level and public service ability of the park, vigorously develop electronic chemicals and 3D printing materials, and promote the deep integration of industries.
(6) Promote close cooperation with downstream industries. Give play to the decisive role of the market in allocating resources, take the application as the guidance, and promote the integrated development of upstream and downstream. Expand the application of waterborne coatings, polyvinyl chloride (PVC) and polyurethane insulation materials in green buildings, provide material guarantee for the development of new urbanization, vigorously develop electronic chemicals, provide basic materials for the development of new generation electronic information industry, especially the integrated circuit industry, and expand the application of engineering plastics, high-performance fibers and composite materials in high-end equipment.
